Welcome to the Gibraltar Regulatory Authority website

The GRA regulates the electronic communications sector in Gibraltar in accordance with EU and domestic legislation and is tasked with the management of the Gibraltar Numbering Plan. The GRA’s role is to balance the need to conserve this finite national resource while ensuring that there is always an adequate supply of numbers to support the demands of existing and new customers and service providers.

The GRA’s tasks include:

  • Assigning numbers
  • Ensuring that numbers are used in accordance with the rules and procedures set out in the Notice on Numbering Conventions (see below) and
  • Monitoring number utilisation and implementing number changes when and where required

The publication of the Plan is for the benefit of authorised operators in Gibraltar who require their numbering schemes to be made public in order to agree routing arrangements with other operators and entities.
